Standards for highway safety devices were updated last year by the American Association of State Highway and Transportation Officials (AASHTO). They expand upon AASHTO’s 2011 Manual for Assessing Safety Hardware (MASH).
MASH provides guidelines for crash testing highway safety features. It also recommends evaluation criteria to assess these test results. The MASH manual is recommended reading for all concerned with highway safety:

MASH compliance requirements
As of January 1, 2011, MASH replaced the previous standards set forth by the National Cooperative Highway Research Program (NCHRP) Report 350.
Under the 2016 MASH crash test criteria, all new highway-bound products must be tested. Existing products that were previously tested under NCHRP 350 do not need to be replaced. However, all equipment that is replaced must be tested under MASH standards.

Further, after December 31, 2016, FHWA will no longer issue eligibility letters for highway safety hardware that has not been successfully crash tested according to the 2016 edition of MASH.
